The CEDS is the over-arching community and economic development plan for the counties of Northwest Illinois. This CEDS is developed using the guidelines of the Economic Development Administration (EDA), an agency of the US Department of Commerce. The process involves various participants, including the CEDS Committee for Northwest Illinois, Blackhawk Hills Regional Council (BHRC) staff and board, and the public.
